Changes in drone regulations coming November 2025

Effective November 4, 2025, Transport Canada will introduce updated drone regulations that mark a significant step forward in RPAS (Remotely Piloted Aircraft Systems) operations. These changes will impact pilot certification, the Special Flight Operations Certificate (SFOC-RPAS) process, and associated fees. Notably, the new framework is expected to provide greater operational flexibility — including streamlined access to routine BVLOS (Beyond Visual Line of Sight) missions and updated rules for operating medium-sized drones within VLOS (Visual Line of Sight) conditions.

 

These updates aim to better align with technological advancements and support the safe, scalable integration of drones into Canadian airspace:

  • Expanded privileges for Advanced Pilot Certificates:

    1. Sheltered Operations - Permitted to operate drones near structures (e.g., buildings, bridges) without a visual observer, under specific conditions.

    2. Extended Visual Line-of-Sight (EVLOS) - Authorized to fly drones beyond direct visual range, up to 2 nautical miles, with the assistance of a trained visual observer.

    3. Medium-Sized Drone Operations within VLOS - Allowed to fly drones weighing between 25 kg and 150 kg within visual line-of-sight, including near and over people, in both controlled and uncontrolled airspace.

  • New certification pathways:

    1. Level 1 Complex Operations

      1. Lower-Risk BVLOS Flights: Authorized to conduct beyond visual line-of-sight operations in uncontrolled airspace, below 122 meters (400 feet), and at least 1 km away from populated areas.

      2. Certification Requirements: Must be at least 18 years old, complete 20 hours of ground school, pass both the Advanced and Level 1 Complex online exams, and successfully complete a flight review.

    2. RPAS Operator Certificate (RPOC) - Required for organizations conducting Level 1 Complex operations, demonstrating adherence to policies and procedures appropriate to the size and complexity of their operations.

  • Appoint an Accountable Executive:  All RPAS operators are now required to designate an Accountable Executive—a senior leader responsible for making sure the organization complies with drone regulations. This aligns drone operations with aviation industry standards for safety and oversight.

  • Microdrones at Advertised Events: As of April 1, 2025, flying microdrones (under 250 g) at advertised events requires an SFOC.
